The reputable institutions like ISB and IIMs that offer the 1 year program follow a rigorous evaluation process. Apart from the mandatory minimum years of work experience, they also employ objective and subjective criteria for evaluating the quality of the work experience. This not only includes the hard aspects of what work you have done but also the softer aspects of how you have developed yourself and those around you, what kind of leadership skills have you displayed, what has your career growth and trajectory been like, etc.
Regarding your specific question about evaluating work experience in a PSB or insurance company, I would think that since these are people facing and customer-centric roles in a demanding environment, the focus will be on how you have dealt with difficult and demanding situations, how you added value, any team management experience, etc.
