Institutions of Eminence
Despite over 900 universities in existence in India as of 2019, no Indian university found a place in the 2017 World University Rankings. Following this, the Government of India proposed that Institutions of Eminence (IoEs) should be set up in the country. The proposal planned for 20 such institutions to be established and a notification to this effect was released in September 2017 by the University Grants Commission (UGC).

How do they stack up against other universities?
Autonomy is the driving differentiator between IoE and other universities. They have a flexible course duration, course structure, and can decide the fee for students, including international candidates. They are also exempt from government and UGC approvals as well as academic collaborations with international institutions. The exceptions are negative countries included in a list prepared by the External Affairs Ministry and the Home Ministry.
How do universities apply for the tag?
To be considered an Institution of Eminence, applying universities need to be in the top 50 in their category in the National Institution Ranking Framework. They also need to be in the top 500 in internationally recognised rankings. Public institutions seeking the tag are eligible to apply if they are central universities, government-owned and controlled deemed to be universities, institutions of – Institutions of National Importance (INI), and state universities established under a law made by a state’s legislative assembly.
